How to Participate in PHACKS

Potential customer organisations can approach Sedicii in one of two ways, or both.  An individual organisation may approach Sedicii to buy a product or a service in the normal way.  However, due to digitisation and globalisation, it is becoming increasingly common for a community of organisations to seek a service because it significantly reduces their shared risks and costs, and also increases competitiveness and speed of implementation.   

Any organisation wanting to collaborate should join PHACKS.   

One of the most common CIO priorities is for “re-use”, where an existing capability can be used to meet new and changing requirements without any modification.  This is essential in supply chains, payment chains and similar situations requiring uninterrupted interoperability and regulatory compliance in a continuously evolving business landscape.  Sedicii’s privacy-enhancing, data-centric collaborative technologies help to make this happen, and its EU funded project PHACKS is tasked to help collaborative communities come together and use these technologies, particularly ZKP, to address common requirements for data validation, anomaly detection and data quality management.  

Benefits of Participation 

The PHACKS project’s collaborative communities comprise participating organisations from different sectors working together.  Some of the benefits of participation include: 

• Ability to shape collaborative requirements for an industry sector or community; 
• Opportunity to influence government organisations; 
• First mover advantage and increased competitiveness; 
• Getting full benefit from collaboration for a small share of the costs; 
• Overall reduction in costs and risks, and an increase in interoperability and transaction speeds; 
• Improvements in data quality, risk management, internal efficiencies and overall decision making. 

Working Groups 

Project PHACKS is a collaborative project where government and industry organisations may choose to collaborate in piloting one or more requirements, such as address verification.  Project PHACKS will have a Working Group (WG) for each of these requirements, where participants can work together, plan and pilot. 

• An organisation may belong to one or more industry sectors and relevant WGs. Each participating organisation can expect to participate in at least one, probably several, WGs as it requires. 
• Relevant authoritative data sources from each country requirements will be encouraged to collaborate.   
• Project PHACKS’ sponsor, the European Cyber Competence Centre (ECCC) requires National Coordination Centres (NCCs) to support the PHACKS project and encourage national participation. It is planned to have a collaborative arrangement for NCCs to cooperate in encouraging wider industry and government participation.   

Collaborative Governance 

A simple collaborative governance model exists to manage and coordinate the WGs, the implementation of the project plan and running the pilots.   Sedicii carries out the overall coordination and provides the necessary communication and administration. It has three main teams for this: 

• The Project Management Office (PMO), which carries out all the normal planning, coordination, marketing, communication and project management. It is also responsible for security and assurance.  Some WGs will assist the PMO. 
• The Policy Management Authority (PMA), which defines, agrees and documents the policies that govern all the processes and procedures necessary for the operation of the platform, so all parties are aligned in what they do and how they do it.  This includes all the functional requirements specifications.  All the WGs are expected to work with the PMA.  
• The Technical Design Authority (TDA), which oversees all technical and technological aspects of the platform design, specifications, tools (SDKs, APIs etc), implementation and technical operations.  This includes the platform, services and interfaces. Sedicii will also provide customer support.  All the WGs are expected to participate in the PMA or to interact with it.  

Getting Involved 

An individual organisation or a collaborative community of organisations can approach Sedicii in many ways to find out more about Sedicii and the PHACKS project. After an initial discussion, they may eventually express an interest in participating in the project.  There is a simple 4 stage process for onboarding organisations to participate and collaborate in the project.
