The €75 million EURO-3C initiative, unveiled by Telefónica at Mobile World Congress 2026 in Barcelona, is a landmark collaboration among major European telecommunications operators, technology companies, and the European Commission’s Horizon Europe programme. It aims to establish a federated, open and secure infrastructure model at pan-European scale, underpinning critical services across strategic sectors including automotive, transport, energy and public safety through the convergence of Telco, Edge, and Cloud technologies.
Sedicii’s role reflects the growing recognition that true digital sovereignty cannot exist without privacy-preserving identity and Privacy-Enhancing Technologies (PETs) at its core. As Europe moves decisively to assert its technological autonomy, the ability to verify identity and link data responsibly, without exposing personal information, is not a feature; it is a foundational requirement.

Deploying Privacy-Enhancing Technologies at Scale
As part of its contribution to EURO-3C, Sedicii will lead the deployment of advanced Privacy-Enhancing Technologies (PETs), including:
- Zero Knowledge Proofs (ZKP) — enabling verification of identity attributes without the underlying personal data ever being shared, stored or exposed.
- Secure Multi-Party Computation (MPC) — enabling multiple parties to compute and derive insights from data collaboratively without revealing the underlying data to one another.
These technologies will enhance the privacy posture of end-user devices and their associated data across the federated EURO-3C infrastructure.
Establishing Zero Trust Architecture
Sedicii’s role will also include supporting the implementation of a Zero Trust architecture for end users and their devices within the EURO-3C ecosystem.
Zero Trust eliminates implicit trust. It requires strict, continuous authentication and authorization for every user and every device attempting to access resources — regardless of whether they are inside or outside a traditional network perimeter.
By embedding Zero Trust principles at infrastructure level, EURO-3C ensures that security and privacy are enforced consistently across cross-border, multi-operator environments.
Privacy-Preserving Record Linkage
A further element of Sedicii’s contribution is the deployment of privacy-preserving record linkage at both individual citizen and device levels.
This capability enables meaningful linkage of data for legitimate secondary use such as analytics, service optimisation, and public-interest applications without exposing personal data or compromising sovereignty.
By combining ZKP, MPC, Zero Trust, and privacy-preserving record linkage, Sedicii addresses one of EURO-3C’s most critical challenges: enabling seamless, cross-border interoperability at scale while maintaining the highest standards of data protection and compliance with European regulation, including GDPR and the EU Digital Identity framework.
The EURO-3C initiative is convened with the support of the European Commission’s DG Connect and involves leading operators including Telefónica and Vodafone, alongside technology partners and infrastructure providers. The programme addresses persistent constraints in performance, interoperability, scalability, and technological autonomy that have limited Europe’s strategic digital capacity.
